The
Traffic Management Center (TMC) and Signal Modernization Project
is a major improvement to Guam's transportation system. Several
intersections have been upgraded, and a new facility was built that
houses the Department of Public Works' transportation staff and
the TMC control room. The TMC building serves as a transportation
communications center for the community and helps maintain smooth
traffic operations.
The Guam TMC and Signal Modernization Project's goals and objectives
are as follows:

To provide an integrated, coordinated traffic signal system
that allows the Department of Public Works (DPW) to maximize
the traffic handling capacity of Guam's highways. |

To improve traffic safety, reduce traffic delays, and mitigate
traffic congestion. |
 |
To provide efficient travel of emergency vehicles along key
routes. |
 |
To assist in incident management and traveler information. |
 |
To improve environmental air quality and reduce fuel consumption. |
 |
To disseminate traffic information to the public. |
The following items have been implemented to meet these goals and
objectives:

A new Traffic Management Center (TMC) building on the grounds
of the Department of Public Works in Tamuning, Guam. This building
serves as the central headquarters for traffic operations, and
the maintenance facility for the traffic signal system. |

A fiber optic communication system that communicates between
signals and the Traffic Management Center. |
 |
Updated signal controllers with recent technology and improved
signal timings. |
 |
Installation of a closed-circuit television (CCTV) system
to monitor traffic. |
